As a Page Curation user, I want to receive appropriate instructions when I am only posting a messaging to the previous reviewer, so I understand the behavior of the message.

Background: In the process of completing work for T233729, it was uncovered that the informational messaging was not always accurate. This was because the custom message (sent to previous reviewer) was only posted on the user talk page (not the article talk page as well). However, the informational text seemed to indicate that it was posted to both pages, as it stated, "Write a helpful note for $reviewer and future reviewers." This ticket is meant to clarify the informational text, so that users clearly understand where the custom message will be posted.

Acceptance Criteria:

• If a message is only being posted to the previous reviewer's Talk page, the instructional text associated with the drop-down should state the following: "Write a helpful note for $reviewer."
