We run Jenkins LTS 2.176.4 and upstream is at 2.190.3 it is time to catch up.

@brennen self proposed to conduct the upgrade with my guidance.

I have done some updates to the page https://wikitech.wikimedia.org/wiki/Jenkins , it is probably worth reading.

You have have admin rights on the CI and release Jenkins. You lack root access (granted by contint-admins), but I can do the apt upgrade while we pair on it.

Then we have to determine a maintenance window :)
