Does not show "Forgot your password?" link after a failed login from a blocked IP range

Description

Suggestion: on the login page, show a link to Special:PasswordReset after entering incorrect data.

The participant experienced a problem that he forgot the password and could not find a way to reset the password. Such a case seems frequent and therefore it is important that we do not lose participants.

Usually the participant sees this:

But through, for example (to change IP), a Tor-browser, only this can be seen:

After incorrect data, there is no link to reset the password:

The participant reports that his IP range is blocked and through another IP he sees a usual page. He can edit without an ipblock-exempt flag. Registered participants are not always limited when blocking the IP range.

User IP must be in the range of blocked IP.

@Sunpriat2: Then this issue has nothing to do with a "failed login", as the "Forgot your password?" link is not shown either on a blocked IP range, before you even enter an incorrect login?

Not shown. But it would be useful to see link after entering the wrong data. The participant was confused and came to the forum asking how to recover the password. Potentially, we may lose participants who did not see this link and did not ask on the forum. Participants are not involved in the fact that their IP are included in the ranges. This link is not even shown in the settings for logged in participants, so it is almost hidden for those who in the range.
