Explicitly state the timezone in grafana

Description

In grafana the time is in the user's time zone, not in UTC.

  • Users may confuse the time in grafana with UTC time (T240369#5729399)
  • Any screenshot can not be interpreted without explicitly stating the timezone

Proposed:

  • The timezone should be explicitly displayed somewhere in the page
  • User may change the timezone to UTC

This may require upstream fix.

grafana.wikimedia.org defaults to UTC, logged-in users can change their settings of course!

The timezone is displayed on the top right next the time selector by default:

Time zone preferences can be overridden per-dashboard too and set to local browser time, which is what's happening for https://grafana.wikimedia.org/d/000000156/wikidata-dispatch and likely the reason why the timezone isn't displayed in the time selector, I think changing the dashboard to use UTC would fix the issue.

I think it makes sense to have dashboards all in UTC and not local browser time, I don't think Grafana can be configured to enforce a timezone or disable per-dashboard timezone setting though.
