Note that there's no concept of 'neutral' for tags - any tags users don't select will be removed.

Each tag selected also counts as a single contribution - so 3 tags approved = 3 edits. This has implications for the counter, but also for edit quality score if we try to glom multiple "edits" together into 1 edit for purposes of the counter.

Also there's no facility for going back to edit tags that you've already okayed. So maybe we do something about that?
