Implement message flashing with categories

Description

Problem
Currently, WatchTranslations doesn't allow you to flash an error and separately flash a warning.

Proposed solution

Read through Flask's documentation and implement categorized message flashes. You don't need to go through all flash calls.

Student is expected to upload a patch against labs/tools/watch-translations repository at Wikimedia Gerrit. Student should claim Phabricator task while claiming task at the GCI site.
