In T232396: Variant tests: align treatment groups, @Catrope changed our treatment assignments so that all users in our treatment group get both the help panel and homepage, and the control group get neither.

One last piece of cleanup should retroactively turn on the help panel for all users who have the homepage. Specifically, this is the 25% of new accounts who received the homepage but not the help panel since the homepage was turned on.

We want to do this cleanup because when the help panel is used for guidance in T239181: [EPIC] Growth: Newcomer tasks 1.2 (guidance), all users who have newcomer tasks will need the help panel.
