Description

Steps to Reproduce:
Define a CSS with e.g. font-family.

Actual Results:
You don't see the effect of the property.

Expected Results:
If you have a user defined CSS with properties such as font-family, you should see the effect on the page "Special:Preferences."

This is intentional. It can be controlled by $wgAllowSiteCSSOnRestrictedPages

Personally, I think the whole thing is a bit overly paranoid.
