There's been a fair bit of effort put toward adding Prometheus functionality into service-runner, including a series of PRs against dependencies both upgrading and adopting the new metrics API. I believe it's ready for the next step.
This task is complete when a review of service-runner PR 230 is complete and v2.8.0 is packaged and released.

This is currently blocked cause @Ottomata had volunteered EventStreams service to be a gun pig for testing prometheus-native metrics with services and k8s. Gonna wait till T238658 is resolved.
Per T205870#6012275 we can now begin working on this.
This is technically not purely clinic duty, but rather a small project.
