Global Usage displays assumed “global usage” of local files on non-Commons wikis

Description

It seems GlobalUsage is deployed on all Wikimedia wikis, not only on Commons (I am not sure why).

However, on those non-Commons wikis it displays not only the global usage of files fetched from Commons, it also erroneously displays its results even for locally uploaded files (where it shows the usage of the identically named file on Commons). See the linked URL for an example – the file is locally uploaded to cswp, however, there is also an identically named file on Commons (http://commons.wikimedia.org/wiki/File:Ring.jpg), which is used on kowikt and ruwikt, and this information is displayed on cswp.

GlobalUsage should either

  1. be disabled on non-shared-repository wikis (i.e. everywhere except Commons), or
  2. check whether the displayed file does indeed come from the shared repository, and display the usage information only in that case.
