It's not the purpose of Cloud VPS to serve test projects for volunteers (non WMF staffs). See T229955: Request creation of viztest VPS project, T213024: Request creation of mediawiki VPS project and T190852: Request creation of sau226test VPS project.
I think it's worth pointing out that this probably wouldn't be done for most WMF staff either (I think there was historically a few individual projects for staff assigned to work on the Cloud VPS infrastructure itself but that's a very different thing).

Projects for use by single individuals raise a problem of fairness and inclusivity. The Cloud VPS environment is not large enough to provide dedicated resources for every Wikimedia technical contributor simply due to scale and cost of equipment. The Hardware donation program or another Wikimedia grant program may provide an alternative for some individuals.
Closing as a "laptop in the cloud" request. I would recommend filing a new project request if and when you can find a shared project with Wikimedia movement impact that meets the general guidelines for Cloud VPS.
