Description

The inputbox extension currently allows for the use of the summary URL parameter, but summary doesn't work in conjunction with section=new, preloadtitle is required for that. I'm not entirely sure why summary doesn't work when used alongside section=new, but it's mentioned on meta.mediawiki.org and mediawiki.org.

Similar reasoning as T19002.
