Browser crashes when closing banner

Description

As reported on dewiki's main page discussion: When closing the banner on Mobile Safari 13.3, the browser crashes.

The banners are currently disabled for all iOS devices and should be enabled again, once this bug is fixed.

I've posted the result of my investigation in a new bug report: T242895: Safari crashes on some click handling events for banners that move the centralNotice element outside of the the main body. I'm hoping to get help from the WMF mobile developers, because I'm at the end of my wits.

The older mobile fundraising banners are also affected by this. Since we did not get any complaints during the campaign, I guess the cause for this is more recent.
