From the task description I guess this is a request for server-side uploading.

The main task here is that the data about the photos still needs to be scraped. Uploading could be done with Pattypan. I could do it myself but don't have the time atm.

From what I can see here, it seems to me like an ordinary bot request. That's better suited at https://commons.wikimedia.org/wiki/Commons:Bots/Work_requests. If there's anything the sysadmins could do to make that simpler/possible, please let me know and reopen this task.
