Steps to reproduce:
Visit https://en.wikipedia.org/wiki/Special:MovePage/User:DannyS712 and note the "help" link in the top right
Visit https://www.mediawiki.org/wiki/Special:MovePage/Help:New_section and look for a similar link

Expected result: link is there
Actual result: Its not
