Purpose: User testing of CentralNotice features that are still under review and thus not available on the beta cluster

Brief description: Here's our team's ticket for the concept: T241070. Looks like an m1-small instance should be enough to run a mediawiki-vagrant-based box with EventLogging, Translate, and CentralNotice extensions. We would then just log in and use git commands to check out the desired changes in CentralNotice.

How soon you are hoping this can be fulfilled: before all-hands would be nice if possible. We've got a feature waiting for some user testing before we can move ahead: T226438
