It's looking for the OAuth tag OR the "via Flickr2Commons" in the edit summary. I think it needs to only do the latter in order to prevent overlap.
So we should either just remove the tag from the configuration or just merge all the OAuth Uploader tools together. I'd prefer the first, as it gives more information about the user.
