This task is to track data needs from the mute lists. This will help us understand the impact of deploying Special:Mute (T231577: Deploy Special:Mute features) but in a broader picture, it can give us a sense of levels of harassment on the wikis.

I removed Figure out how often are the same users muted multiple times from this task description. It was an idea that came up in my meeting with @drochford. It would be more useful to collect that data after we've launched the feature changes and there's an uptick on mute list usage.
