Dialogs preference should depend on toolbar preference somehow

Reporting against latest version hosted on http://prototype.wikimedia.org/deployment-en/

Steps to reproduce :
1)Login to system as a normal user
2)Access the Special:Preferences page
3)Click on Editing tab
4)Set following
Enable navigable table of contents
Enable dialogs for inserting links, tables and more

Note: Leave "Enable enhanced editing toolbar" unchecked.
5)Save the settings.

User can save the settings even though "Enable dialogs for inserting links, tables and more" available through Enhanced editing tool bar.

Expected Outcome :
"Enable dialogs for inserting links, tables and more" check box shall be enabled when user has selected "Enable enhanced editing toolbar".

The preferences system unfortunately doesn't let us do this. We could mention this dependency in the preference description though.
