Set up accounting "kostnadsställe" for Insamling

Description

For 90-konto we need to report our costs related to getting donations (separate from memberships). To facilitate this work it could be useful to set up a separate konstandsställe (in the 99xxxx series) as well as some routines for how membership costs and donation costs (especially work time) should be accounted for.

Event Timeline

We could either goup it with administration, lika 992701, or start a new group, we don't have a kostnadsställe called 992900. For work time, if we want to include a minimum of time we could include only the time it takes to check donations and thank people for them.

The kostnadsställe had already bee n created and the new instructions are handled in the duplicating task
