Merge Administration and Infrastruktur kostnadsställe (and set up one for donations)

Description

During our start of year meeting with Opad it was suggested that we merge our two kostnadsställe for Adminsistration and Infrastruktur.

We should first check if this separation was originally set up due to a requirement from WMF, if so we should get a clearer specification for what they consider goes into which bucket

@Jopparn I know that the reason we have two kostnadsställe is due to how our Budget/FDC application is set up (they are two of the groups under the Costs-tab). Do you however know what the reason for the separation in that document was? Is it a requirement from WMF/FDC?

As I remember it the reason why we have Infrastruktur separated was to see what the time consumption was for us to self-host e.g. Nextcloud and the other solutions (if it was high we had data to justify getting a consultant). I can't remember that WMF/FDC would have an opinion about it.

@Maria_Burehall_WMSE For all 99-kostnadsställen: keep track of which costs are hard to place on the right kostnadsställe.

992600 och 992700
  • Merge the kostnadsställe 992600 into 992700.
  • Instruct SB to log time in 992700 instead of 992600. This allows us to still get the cost for IT-work via Tidsrapporter.
Donations
  • Start using the kostnadsställe 992150 for donation work (for costs; work time can be estimated). Don't allow time registration on it, same as for memberships.
  • Close the kostnadsställe 992800 Personalkostnader.
  • Create a heading for this in the 2021 budget (or possibly in the 2020 working budget).

Sorry missed this comment. Effectively a kostnadsställe works asa projekt. So any costs/incomes related from this work gets "charged" to that. This year our initial F2F experimentation is covered by the Verktyg för Partnerskap projekt but e.g. the Värvar salary gets charged to 992150. The same goes for any income from this work and the related banking fees.

Infrastruktur has now been closed, wmse:Ekonomiska rutiner/Kostnadsställen has been updated. OrgAssistant document contains no references to 992600/Infrastruktur.

@Jenny once you are happy with the documentation of 992150 in the Organsiationsassistent document / Ekonomiska rutiner this task can be closed
