Document and test failing over prometheus

Description

In evacuating cloudstore1022, we noticed that we have to move tools-prometheus-03. I realized I was a fuzzy on how to fail over that pair and could not find the docs. I'm assuming maybe there isn't one, or that it needs links in more places. We decided just to move things in place.

It's probably a hiera value?

I don't see a hiera value on a quick check.

The failover is just updating the proxy URL tools-prometheus.wmflabs.org to point to the backup VM.
