See T243652: Calls to LogPage::addEntry should pass a user for deprecation
The only known caller that doesn't pass a user is in mediawiki-extensions-UserLoginLog, which isn't hosted on gerrit; https://github.com/MWStake/mediawiki-extensions-UserLoginLog/pull/5 would fix that, but it should not hold up removal from core
