Description

During the final days of wb_terms removal, some decisions were made regarding various bits of caching for terms looks.

Before we all forget what we did and why we should document these decisions.

The people involved ( I believe) were @Ladsgroup @Jakob_WMDE @Addshore , thus one of the 3 of them will likely have to be involved when this ticket is picked up.

The general points to cover would be:
