- Go to https://commons.wikimedia.org/wiki/File:Electricity_savings_from_utility_assisted_building_upgrades.png with Chrome version 80.0.3987.122 (Official Build) (64-bit);
- Make sure you are logged in;
- Scroll down to the "File history" section;
- Click the "Upload a new version of this file" link;
- Scroll down to "Source file" section;
- Click "Choose file" button;
- Select "Electricity_savings_from_utility_assisted_building_upgrades.png" from local drive;
- Observe that file is correctly previewed in "Source file" section;
- In the "File description" section in the "File changes:" box enter "Simplified title and Y-axis labels";
- In the "Upload options" section click the "?" icon after "Ignore any warnings";
- Read help information and decide to ignore warnings because this is a technical change to the image file;
- Check the "Ignore warnings" box;
- Click "Upload file" button;
- Return to https://commons.wikimedia.org/wiki/File:Electricity_savings_from_utility_assisted_building_upgrades.png ;
- Observe that the updated version has been listed in the "File history" section but the new version's Thumbnail has not been updated.
- Open a Wikipedia article for editing and link to this image file;
- Observe that the Wikipedia article incorrectly displays the old version of the image file;
- Reproduce steps 1 through 11;
- Scroll down and read this error message: "Upload error The upload is an exact duplicate of the current version of File:Electricity savings from utility assisted building upgrades.png."

I cannot now reproduce the problem.
I am now using the same browser as before and going directly to https://commons.wikimedia.org/wiki/File:Electricity_savings_from_utility_assisted_building_upgrades.png . I now observe the correct thumbnail for the current revision.
When I now open a Wikipedia article for editing and link to this image file the preview of the article correctly displays the current version of the image.
This just happened to me with [[:File:TPNW forecast.svg]] on 2022-06-28. It happened to me a month ago, 2022-05-28 with [[:File:Real US GDP per capita in 5 epocs.svg]]. Last month ((and I think with the present case as well), there was a problem with cloud caching. I believe there is a way to force intermediate cache to be cleared, but I don't know how.
On 2020-02-24 [[user:Masumrezarock100]] asked, "Have you tried to purge the page's cache using action=purge?" I don't know how to do that. This raises two questions:
- Where can I find documentation on how to do that?
- Can you modify the code so each time an image is replaced, Commons automatically does "action=purge"?
If I just wait, this problem will probably clear itself, but that could take up to 24 hours (maybe more). In the meantime, God grant me patience, and I want it now ;-)
