The docs state:

Edge Hash is currently in preview. If you would like to learn more about edge hashing and how to be part of the preview please email m2support@microsoft.com.

Also, the doc doesn't really explain how to compute the hash, just how to send it.

PhotoDNA is one of the scariest and most evil surveillance technologies in the wild! I assume this is not meant for Wikimedia wikis, right?

I've already edited that article but I'm sure you know that on Wikipedia we stick to NPOV. Outside articles, CPOV applies. :) If you need more information on why PhotoDNA is terrible, I'm glad to provide some, but it's very easy to find out. Even WMF staff includes some policy advisors who know very well.
