Create Project: Named-References-VE

Description

The Community Tech team will soon begin a new project to allow named references in VE. We are currently conducting investigations for the project, so we need the project tag for associated investigation tickets.

Name: Named-References-VE
Type: Component
Description: The Named References in VE (NRVE) project aims to improve citation support in VisualEditor. Under the current system, users cannot add meaningful or specific citation names when using VisualEditor. This can make the citations confusing, unmemorable, and frustrating to editors who are analyzing content in wikitext. With this project, we plan to improve the existing system, so that users can see meaningful citation names. This project was the #5 request from the 2019 Community Wishlist Survey:

In any case, for naming consistency, could this be called VisualEditor-Named-References instead of the slightly cryptic Named-References-VE?

If this was not a subproject, then there should probably be a Herald rule to always also add VisualEditor-MediaWiki-References to any task in this new project?

I apologize for not responding sooner. I am fine with any suggested name, so long as it is a unique project tag that is not being used by any other teams. However, we will be working on the project later in the year, due to a change in priorities, so this is not an urgent issue.
