Configure management-instance on routers with Junos > 17.3

Description

Starting in 17.3R1 management-instance is the proper way to handle fxp0 (mgmt) interfaces.

This is already configured on all MX204s and should be configured as we upgrade routers (eg. T243080).

This should also fix the issue documented in T191371.
