T21567: White space at the top of the article (bugzilla:19219) is a bug that was fixed nearly 10 years ago, but some sites still have workarounds for it in their local Vector.css. This has caused problems with fundraising centralnotice banners at least three times now:
We should find and remove these outdated workarounds.

I've noticed the references to these bugs on a bunch of wikis today while doing some unrelated site CSS maintenance, and decided to fix these as well.
