[Enhancement] Keep payment method options visible on Desktop Small and Mobile Small

Description

Summary:
The current Desktop Small template allows users to select the payment method only in the first step of the banner, and after that these options disappear unless the page is reloaded. Given that many users may want to change their payment method if they select monthly for example, it would be great if the payment options stayed visible so that users could change the payment method later.

Actual behavior:
Currently Desktop Small hides the payment method options after a selection has been made.

Desired behavior:
It would be great if the payment method options stayed visible, so that users could switch payment method in the later steps of the donation process

Just noting that this is the behavior on mobile small, too. I like the idea of testing variants that keep the methods visible - I'll get that in our design queue.

Yeah it would be great to have this on the mobile small banners also, since the screenshot test currently expands the banner by clicking on the payment button, so it would be easier to spot alignment issues in the buttons (T259288) if these remain visible.

I agree allowing to change payment method could be an improvement to the donor experience, either by keeping it visible or adding a back button.

However if there's a problem with the screenshot test, then the test should be fixed.
