DB tables must be created first using mwscript extensions/WikimediaMaintenance/createExtensionTables.php --wiki=nlwiki wikilove. It can happen on or before the deployment window.

No, I am aware of that. That script will be run independently with or without the patch. The person making the patch needs not to be the one to run it and vice versa. There's not even need to tag this task with that tag as that work will be part of the deployment of the patch in anyway.
