Description

Given covid-19, there has now been a big change to how much time our team will have.

With that in mind, I suggest:

Development is halted for 10 days, resuming 1st April
The plan for Q2 and Q4 is rewrote
The Summer deployment break is cancelled.

The plan at https://tools.wmflabs.org/zppixbot/wiki/index.php?title=Planning/2020 will need to be rewrote.
