Description

We haven't updated the docs for how to set up RESTBase w/ Parsoid since switching from Parsoid/JS to Parsoid/PHP.

This isn't high priority, since we expect RESTBase will be replaced by some ParserCache integration, but it may be important for continuity/contigency purposes to document how a dev setup can be made which matches how Parsoid is currently running in Production.
