Adding more instructions to README.md

Description

The current README.md do not have certain instructions required for setting up the project for development.

  • webpack bundling for front end JavaScript
  • getting OAuth authentication key and secret
  • migarting from models.py to db
  • adding config.yaml file

We need to add these instructions to README.md

Hi @Eugene233 , @NavinoEvans , @Aklapper , @Sanyam.wikime. Regarding the task on 'getting OAuth authentication key and secret' , can i get a confirmation if from the users blueprint and '/login' route or '/oauth-callback' routes

I’m not sure what you mean here @Ketulucas however, OAuth key and secret can be obtained from
https://meta.wikimedia.org/wiki/Special:OAuthConsumerRegistration/propose
