Deploy Replying v1.0 via query string parameter to en.wiki

Description

T244870 made version 1.0 of new Replying tool available to people at our partner wikis via a query string parameter. This way, people who were interested could test the tool in a controlled way.

This task is about enabling people at en.wiki to do the same.

Timing

This patch should be deployed via SWAT on Thursday, 30-April-2020.

What follows is our plan for making the Replying tool available to people at en.wiki via a URL parameter. The below is an outcome of our team's conversation about this, primarily the one that occurred during Monday's (6-April) standup.

Before making the Replying tool available for people at en.wiki to try via a URL parameter, we are going to:

  • Try to resolve the remaining instance of content corruption that we are currently aware of: T246481.
    • If we are not able to resolve T246481 in the next ~1 week, we will make the Replying tool available anyway and be sure to include an explicit mention of this outstanding issue when we announce the tool's availability. [1]
  • Ensure our team has the capacity to respond to feedback in a timely fashion.

If we're going to make a config change anyway, could we do more than one wiki at the same time, for efficiency? It would be particularly helpful to get this out to MediaWiki.org so that it can be used and tested by people discussing it. (MediaWiki.org should probably be a default-on Beta Feature.)

Next step
Per today's standup, we would like for 592630 to be deployed during this upcoming Thursday's, 30-April, SWAT window, assuming T246481 will land at en.wiki this Thursday as well.

It would be particularly helpful to get this out to MediaWiki.org so that it can be used and tested by people discussing it. (MediaWiki.org should probably be a default-on Beta Feature.)

wmf.30 was rolled back due to T251457, so I cancelled this as well.
