Add rollback and account creator groups on yo.wiki

Description

Lately I realize that the "Rollback tool" is not localized on Yoruba Wikipedia (https://yo.wikipedia.org/wiki/) and this makes it difficult for the community to effectively fight vandalisms. I am a permanent sysop on Yoruba Wikipedia and this function is not even available as part of my admin toolset. This has been discussed by our community. The following consensus were reached:

  1. "Rollback" & "account creator" be localized.
  1. Local admins be allowed to grant this two rights (rollback & ACC) locally.

Hi @Wikicology!

Can you verify that I've understood this correctly:

  • An user group "account creators" should be created and given the createaccount right
  • An user group "rollback" should be created and given the rollback right
  • Administrators should be given access to grant "account creators" and "rollbackers" user groups

According to https://ta.wikipedia.org/wiki/%E0%AE%9A%E0%AE%BF%E0%AE%B1%E0%AE%AA%E0%AF%8D%E0%AE%AA%E0%AF%81:ListGroupRights administrators can already use rollback and add other users the "rollbackers" group (T95180). Are you that you can't use rollback there?
