SuggestedTags adds duplicates

Description

Currently it is possible to add statements with the SuggestedTags tool without a check if this statement already exists. This may results in two times the same statement on one file.

I think that should not be closed because the other task is for the general problem. This is only about the SuggestedTags tool.

In the past the SuggestedTags had a functionally to not add duplicate statements but this seems just stopped working.
