The aggregated featured feed content does work for Turkish. It's very basic. It only includes most-read and Picture of the Day from Commons. (https://tr.wikipedia.org/api/rest_v1/feed/featured/2020/04/17)

I think the OTRS ticket asks about "In The News" and "On This Day" to be added to the Turkish feed. These have not been implemented, so that would be #1 (never worked).
