Background information

T249065: RFC: Wikimedia Push Notification Service is out and a few questions remain: should we bootstrap the push service using pushd or writing a new service from scratch?

Results

As discussed in a meeting, we think that converting pushd to our service standards will be necessary, which is practice means that we are going to write the service from scratch but incorporate non-intuitive bits (if any) from pushd.
