Description

Steps to reproduce

Add an account to both sysop and bot user groups, and block an user when IRCColourfulRCFeedFormatter is used in at least one wgRCFeeds.

Expected result
The wgRCFeeds entry has a "B" flag to mark it as being done by a bot.

Actual result
The B flag isn't included, which makes it impossible to filter out bots.
