Add totals for each hour to Edit Counter timecard

Totals were added for the days of the week with 32b0d53f. We should do the same for the hours of the day, moving the labels to the top and the totals to the bottom. This may require a Chart.js upgrade, which is long overdue anyway.

Partially done, only for the days of the week. Doing the same for the hours turned out to be rather difficult, and maybe require an update to the library we use to create the charts.
