Considerations

Were this to be implemented we'd likely need for IP link targets to point to their contributions page as is currently done when an IP editor signs a talk page. [1]
It needs to be clear to people that "mentioning" an IP editor is different from mentioning any other user
It needs to be clear to people that "mentioning" an IP editor will not send that user a notification

Implementation detail (which is not yet implemented): as in the signature, the IP address @mentioned should link to the Special:Contributions page for the IP address, not the (probably non-existent) user page for it.
