I'm sorry, probably I'm missing something, but what is the expected way to change the interface language in a mobile view of a MediaWiki page? I'm reading about Special:MobileLanguages page here but this page opens with "A valid title must be specified." error for me.

As a workaround, you can go to Special:Preferences directly. In my testing I did not find any other way to change language.

I personally think this should have been resolved and am not sure why it was reopened. Interface language can be changed via Special:Preferences which is linked from the settings page for logged in users. @Aklapper what are you expecting to happen here to resolve this ticket?
We are not adding a language selector to the Special:MobileOptions page, as we are currently working towards removing that page as part of T329557. If that is the expectation this task should probably be declined.
If the expectation is that the settings cog shows in the language overlay on mobile then this task should be rephrased around that particular feature request:
