Steps to Reproduce:

1. Go to Special:AbuseLog
2. Select adjust visibility for any log that is not currently hidden
3. Submit the form without checking the 'Hide this entry from public view' box

Actual Results:

A suppression log entry for unhiding the abuse filter log entry that wasn't actually unhidden is created. (1/2)

Expected Results:

The user is presented with an error/warning that nothing was changed and no suppression log entry is created.
