Revert limit adjustment for Chinese translations with Content translation

Description

After adjusting the limit to prevent publication of translations to Chinese with over 70% of unmodified contents (T246383), users reported that the limits were preventing to publish legitimate translations too (T251893#6123337).

since the problem may be with the algorithm that computes modifications when applied to languages that don't make use of spaces, we'll revert the limits to the default temporarily for Chinese, review the algorithm (T251893), and adjust the limits again.
