WikiGap publication including case studies

Description

In the discussion with the MFA on 15 May, a series of case studies were proposed as a replacement of a larger survey. Case studies would be of better use for the MFA, and could be used by Wikimedia Sverige for applying for grants. Further than that, it would be of use for the general Wikimedia Movement.

John working on Sudan and New York, based on info.
Some thoughts on redoing parts of the split.

@Mrjohncummings I'm considering whether I should try to merge the two different versions anyway, condense the information, and make the goals and proposals more general, letting the "quotes" rather be examples. I think that would make a better product altogether. What do you think?
