I suggest to decline. The requestor doesn't seem to have an LDAP account, thus no (apparent) Gerrit account, and therefore no access can be granted. The requestors' global account is less than 2 months old at the time of this post, and has made a grand total of 3 edits globally. Furthermore T253356#6157341 et seq. remains unanswered.
