I'm thinking a limit of N connections per IP address/client ID pair, where N is somewhere between 1 and 5. So as an end user I wouldn't see weird behaviour if I was running two apps on the same device concurrently, both of which are keeping their total number of connections under N. I believe the recommended N for Web browsers is 4...? Different developer classes will have different connection limits.
