At the moment, some new users don't get the Homepage because they are part of the control group.

Communities are taking the homepage into account when they help new users. It would be nice for them to know if a given user has the homepage enabled if they don't use the features.

A case would be people who both get the homepage and a welcome message, and who prefer to contact the user who left them the message.
