Description

T239254 is a neverending task. It should be a proper project tag instead, as tasks should not be neverending. (Tasks have a status but this task will always be open.)
I also don't really get which problem is solved by "calendar year" subtasks...

If this was fixed, I'd also remove "2020" in https://www.mediawiki.org/wiki/Wikimedia_Technical_Talks#Propose_a_Wikimedia_monthly_technical_talk . Plus must fix the Phab template link in there.

(Furthermore, tasks like T132381 are dangling as it's harder to find the ID of that parent task, instead of being able to use the type-ahead project tag proposals.)
